1. Open your color image

2. Hit "D" to reset your foreground and background colors.

3. Create a Duplicate Layer and use >Filter>Artistic>Colored Pencil.

4. Desaturate (CTRL+SHIFT+U)

5. Adjust the Levels to remove the grays.

6. >Filter>Sharpen>Unsharp Mask to accentuate the lines even more.

(Optional) you can re-apply the Colored Pencil Filter at this point.

7. Lower the B&W Layer Opacity to taste.

8. Make a duplicate of the original Layer and place it above the b&w Layer.

You should have three layers at this point: two with colors and one b&w.

9. Change the top Layer mode to Hard Light and adjust the Opcaity to taste.
