1. On a white layer, create a box that will define your frame using the Rectangular Marquee Tool and fill it with black.

2. Remove bits and pieces using a soft-edge brush or Blur the frame using the Gaussian Blur.

3. Use one or more Distortion Filter until you get a look that you like.

4. Delete the White area and any extra bits that you don't like.

5. Paste your photo above the frame and group the two layers (CTRL+G).
