1.
Create a map for the distortion.
- a)
Turn your image to B&W.
- b)
Increase the contrast.

) Blur it
- d
) Save
it as displacemap.PSD (very important)
The
other option is to Save a copy of a Channel with good contrast.
(The Blue Channel is often very good) |

Place the image to be distorted on a top layer. |

3.
Use >Filter>Distort>Displace
- A
dialog box will ask you to choose a Displacement Map: Select
Displace.psd

- Play
with % settings (bigger numbers will increase the effect).
- Make
sure "stretch to fit" is checked
|
