Diffusion Glow

1. Open the image.

2. Create a duplicate of your image.

3. Blur the upper layer using >Filter>Gaussian Blur.

4. Hit "D" to reset your Foreground and background colors.

5. Add >Filter>Distort>Diffuse.

6. Reduce the layer opacity (?) to 60%.

7. You could at this point erase (on the diffused layer) some key detailed features like the eyes with a soft edge eraser (30-50%)

8. Select the white with >Select>Color Range.... Copy/paste your selection on a new layer.

9. >Filter>Gaussian Blur and adjust the layer opacity mode to Soft Light. Adjust Transparency to taste.

10. Repeat steps 10 & 11 for the other colors (Light Green in this case).
